- Sodium hypochlorite (chlorine). 2025 total chlorine residual printed as four treatment-plant columns in this order — Baldwin 1.17 ppm (range 1.06–1.29), Crown 1.09 (0.88–1.22), Garrett A. Morgan 1.13 (0.92–1.36), Nottingham 1.20 (1.01–1.40). Those are four labeled columns, not a blended citywide number. — Cleveland Water 2025 Water Quality Report
- Brine / salt to the sewer
- No district prohibition found in current research. No Cleveland Water or Northeast Ohio Regional Sewer District residential softener ban like LACSD Measure S turned up. Ask the sewer agency on the bill before you cut a brine drain.

Extra context besides the utility report and the chart above — geology, an unregulated table, or a published study. Not a second set of printed tap numbers.
- MicroplasticsWHO’s 2019 review examined studies that found microplastic particles in treated tap and bottled water in many places. That is a published-occurrence finding, not a number from this city’s water-quality report, and we do not invent a particles-per-liter count for the tap.Microplastics in drinking-water — World Health Organization
- Disinfection byproductsThe 2025 report prints the same TTHM and HAA5 compliance numbers on all four plant columns.TTHMs 39.4 ppb (range 9.8–65.4). HAA5 14.7 ppb (range 6.0–14.7).2025 Water Quality Report — Cleveland Water

Cleveland drinking water is Lake Erie treated by Cleveland Water at four plants (Crown, Garrett A. Morgan, Baldwin, Nottingham). No Cleveland Water or Northeast Ohio Regional Sewer District residential softener ban like LACSD Measure S turned up. Ask the sewer agency on the bill before you cut a brine drain. This is not a legal opinion.
The 2025 Water Quality Report prints hardness as CaCO3 105–130 mg/L, average 117. One range. We do not invent a second supply.
Disinfectant is sodium hypochlorite. Total chlorine residual is printed as four labeled plant columns, left to right Baldwin 1.17 ppm (range 1.06–1.29), Crown 1.09 (0.88–1.22), Garrett A. Morgan 1.13 (0.92–1.36), Nottingham 1.20 (1.01–1.40). We do not invent a citywide blend of those four. Kitchen shopping stays the Cloud RO / Waterdrop path already used on other cities if a listing is why you are looking.

If soap will not lather and the glassware looks chalky

A salt-based softener is the thing that actually removes hardness. Size it from your grains and how much water you use, not bathroom count. It needs a drain.
If you only want less scale and you hate salt bags

A salt-free conditioner changes how scale sticks. It does not soften. Soap and spots stay closer to untreated. No brine line.
If the shower just smells like the pool

That is chlorine. A whole-house carbon filter with an NSF/ANSI 42 chlorine claim is the usual match. A softener will not take chlorine out.
If you are shopping a PFAS listing for the kitchen

The under-sink RO we actually run is Cloud RO — NSF/ANSI 58, kitchen tap, not a whole-house tank. Check the exact listing if PFAS is why you are shopping. Waterdrop is a tankless option if you want that path. A certifier-listed pitcher is the cheap first step. Nobody is paying for a medical claim.

If you have not tested the tap
A homeowner kit is a start. It is not a state-certified lab. Use a certified lab when the decision is expensive.
