Disinfectant residuals are regulated for public systems (e.g. Phoenix cites a 0.2 ppm minimum leaving the plant and a 4.0 ppm MRDL). Taste and odor are secondary / aesthetic.

Deliberately added at the treatment plant. Phoenix publishes chlorine. SCV Water publishes chloramine since 2005.

Whole-house carbon is the treatment type for taste and odor. A chlorine 42 listing is not a chloramine 42 listing. A softener is not a disinfectant filter.
